Foreword
This report expresses the conclusions of the BEA on the ci rcumstances and
causes of this accident .
In accordance wi th Annex 13 to the Convent ion on Internat ional Civi l
Aviat ion, wi th EC di rect ive 94/56 and wi th the French Civi l Aviat ion Code
(Book VI I ) , the invest igat ion was not conducted so as to apport ion blame,
nor to assess individual or col lect ive responsibi l i ty. The sole object ive is
to draw lessons from this occurrence which may help to prevent future
accidents.
Consequent ly, the use of this report for any purpose other than for the
prevent ion of future accidents could lead to erroneous interpretat ions.
