On all JVC radio's fitted with a 9306 E2prom, its possible to decode it by: Replacing the 9046 for a new blank one. Or simply short out pins three & eight together while switching the set on. Pin eight = +5v : Pin three = Data-in As the radio is switched on, the micro fetches data from the e2prom, because pin three is (Data-in) to the E2prom and there is a permanent supply on this pin, the micro reads all F's (All F's = empty/blank E2prom). Once the radio comes on, REMOVE the SHORT, then reprogram the set with a new code as instructed in the user hand book.
