The last resort for a ruler needing soldiers was the forced enlistment of available able-bodied men into military service. This compulsory draft of manpower, or conscription, was disruptive and unpleasant, and a step not taken lightly. Unless conscripts were well led and highly motivated, they usually performed poorly. But conscription did put soldiers into the field quickly and this could make the difference in an emergency.
